Board of Selectmen Minutes 04/23/2007
Chairman Mauceri called the meeting to order at 7:00 p.m. in Room 14 at Town Hall in the presence of members Mr. Veno, Mr. Dardeno, Mr. Harris, Mr. O’Leary and the Town Administrator Greg Balukonis.

1.      ELECTION WARRANT:       Sign the May 8, 2007 Election Warrant

MR. CHAIRMAN, I MR.VENO MOVE TO SIGN THE MAY 8, 2007 TOWN ELECTION WARRANT.

2.      PRESENTATION BY TOWN CLERK – HANDICAP ACCESSIBLE VOTING MACHINE

As a result of the Help America Vote Act of 2002 (HAVA) the Secretary of State will provide Municipalities with one unit for each polling location with a “AutoMARK VAT”.  The Municipality will have to provide the programming card.

Mr. Dardeno volunteered to test the AutoMARK VAT.

3.      ACCEPT NRYSSA CHECK

MR. CHAIRMAN, I MR.VENO MOVE TO ACCEPT THE CHECK IN THE AMOUNT OF $50,000 FORM NRYSSA.

NRYSSA presents to the Board of Selectmen a check in the amount of $50,000
                Mrs. Dardeno of the NRYSSA Committee speaks on behalf of NRYSSA.  
·       Announced the officers to the appointing committee
Other discussion ensued between the Board members as to where the Youth Services Director position shows up in the budget.

4.      MINUTES:        dateYear2007Day9Month4April 9, 2007 REGULAR SESSION

MR. CHAIRMAN, I MR. VENO MOVE TO APPROVE THE APRIL 9, 2007 REGULAR SESSION MINUTES AS WRITTEN.

Mr. Dardeno does not agree with the wording on  number three (3) where it references him he would like it changed, he will contact Mr. Balukonis.

Mr. Veno withdraws the Motion

5.      CORRESPONDENCE:

Correspondence was requested by Mr. Mauceri.
Mr. Mauceri pointed out the Historical Commission recognitions for the Batchelder School Preservation Award.

6.      PUBLIC COMMENT

                NO PUBLIC COMMENT

7.      DOG PARK PETITION

No one from the Petition was available at this meeting.   

The Board unanimously agrees the current location of the PlaceNameplaceDog PlaceTypePark is not the best place.  Both parties need to get together with the Board to discuss any updates and resolutions.  Mr. Mauceri requests through the Town Administrator to set that meeting for May 7, 2007

8.      43 D GRANT PRESENTATION  - TOWN ADMINISTRATOR

The Town Administrator presented to the Board the 43 D Grant Application for Priority Development site funds to the Board.

9.      BOARD OF HEALTH MUTUAL AID AGREEMENT  

No action taken due to not having a recommendation from the Board of Health.

10.     PROCLAMATION –OLDER AMERICANS MONTH

MR. CHAIRMAN, I MR. VENO MOVE TO PROCLAIM MAY 2007 AS OLDER AMERICAN’S MONTH AND TO READ THE ATTACHED PROCLAMATION.  
Mr. Mauceri read the Proclamation and announced May 2007 to be Older Americans Month.  Mary Prenny, the Director of Elder Affairs, gave a small  speech of some of the events she will be conducting in the month of May.

11.     DISABLED AMERICAN VETERANS  FORGET-ME- NOT PROCLAMATION –OLDER AMERICANS MONTH PROCLAMATION –OLDER AMERICANS MONTH

MR. CHAIRMAN, I MR. VENO MOVE TO PROCLAIM MAY 4-13,  2007 AS DISABLED AMERICAN VETERANS FORGET-ME-NOT WEEK AND TO READ THE ATTACHED PROCLAMATION.  
Mr. Mauceri read the Proclamation and announced May 4-13 to be Forget-Me-Not Week.

12.     TOWN MEETING PRESENTATION FOR APRIL 30, 2007 TOWN MEETING

Mr. Mauceri went over prior commitments to the Town for posting budget updates to the Town Web-Site prior to the upcoming meeting.  
The Board discussed any changes that may occur prior to the April 30 meeting, level services and the override.
Mr. O’Leary re addressed the NRYSSA position and if it should or shouldn’t be located in the budget somewhere.  
MR. CHAIRMAN, I MR. O’LEARY MOVE THAT THE TOWN ADMINISTRATOR BE DIRECTED TO INCLUDE SUPPLEMENTAL APPROPRIATION TO REFLECT THE EXPENSES ASSOCIATED WITH NRYSSA ( SALARY AND EXPENSE ACCOUNT) ADJUST THE  FISCAL YEAR 2008 BUDGET TO REFLECT  THOSE NUMBER TO BE INCORPORATED INTO THE BUDGET.

Mr. Mauceri explained the motion  – At October town meeting we will add to the  Article the budget for NRYSSA for fiscal year 2008 which include money expended to date and whatever is needed coming from the revolving account to fund the program as they have budgeted with unknown currently being what the salary is.  Once we know what the salary is then its fair we have it in the budget)

13.     TOWN ADMINISTRATOR REPORT

·       Review a letter from the Executive Office of Environmental Affairs
·       Revenue Report ending March 31, 2007
·       Chapter 258 Claim is not a Lawsuit but a Demand
·       Acting Police Chief interviews
·       Meeting with the Employee Insurance Advisory Committee

14.      OLD AND NEW BUSINESS

·       May 5, 2007 is the retirement party for Chief Henry Purnell
·       May 5, 2007 Dedication to CityplaceCary park

·       The safety of the grading at the bottom of the Common for sledding purposes.  It should be looked at and to prevent the children form going into the street.

·       There will be an attorney at the Council on PlaceNameplaceAging PlaceTypeCenter on May 3, 2007 at  10:00 am to give free advice to those who want it.
